WHAT A PERMIT NEEDS BEFORE IT SAVES. The type, and one thing that tells this permit apart from every other one on the job - its number, a description, or who is issuing it. That is deliberately loose, because a permit you have APPLIED for has no number yet, and logging it while you wait is the point.
A STATUS THAT CLAIMS SOMETHING HAS TO CARRY IT. Mark a permit approved, active or recorded and it is saying the permit was granted, so it will not save without the permit number and the date it was issued. Mark one expired and it needs the date it expired on. Leave it pending until you have those and nothing is in your way.
EXPIRY IS WATCHED FOR YOU. Put the expiry date on a permit and the list flags it: amber "Expiring soon" inside 30 days, and a red "Expired N days ago" once the date has passed, with the status badge reading Expired whatever the row was last set to. Permits lapse quietly and the paperwork does not tell you.
